The West Virginia Legislature dealt with hundreds of complicated issues
during the 2008 legislative session which just concluded.
In all, 2134 bills and 80 resolutions were introduced in both bodies. Of
those, 245 bills completed the legislative process and were sent to the
governor for his approval.
The governor introduced a total of 55 bills this Session. With the duplication
of bills a total of 29 different Governor Bills were introduced. Seventeen of
the 29 were approved by both the Senate and the House.
Senate Bill 239 creates the Senior Citizen Property Tax Payment Department
Act.
The bill allows senior citizens who earn less than $25,000 a year to apply for
tax credits.
Senate Bill 574 increases State Police Compensation.
House Bill 4637 will provide broadband service to most all areas of the state.
Senate Bill 573 gives school teachers a $1600 across the board raise and
$700 to school service personnel.
House Bill 4023 requires a student to make passing grades and stay in
school to retain a drivers license.
House Bill 4670 Requires counties and cities to pay their PEIA Insurance
premiums on time or pay an interest penalty.
Senate Bill No. 9 offers a 10 hour Hunter and Gun Safety Course in Public
Schools.
Senate Bill 145 known as The Castle Doctrine Bill gives homeowners
protection to use force against intruders who invade their homes.
House Bill 4150 Requires that any United States or West Virginia flag must
be manufactured in America before it can be purchased.
The Legislature passed a bill that would place brook trout reproducing
streams in State Parks or naturally reproducing trout streams under
protection. The bill would eliminate the so-called tier 2.5 designation.
Senate Bill 474 creates a sales tax holiday on purchases of Energy Star
appliances.
Under a new law, 1st, 2nd, and 3rd offenses of DUI will require up to 100
hours of community service from date of conviction or release from
confinement.
Once again the Legislature set aside the perennial Bottle Bill.
A bill to ban All Terrain Vehicles (ATV) from all dirt and paved roads failed to
pass the House.
The Budget Bill for the 2008-2009 fiscal year was finalized on a fiscal note of
a $3 billion, $900 million dollar spending plan for the coming fiscal year.
